Error logs from v4l2_capture_delegate.cc when using webcam

Issue description

Chrome Version: 61.0.3158.0 (Developer Build) (64-bit)
OS: Ubuntu 16.04

What steps will reproduce the problem?
(1) Start chromium with a webcam connected to the machine (in my case a Logitech C920)
(2) Navigate to https://webrtc.github.io/samples/src/content/getusermedia/gum/ and observe that video capture starts

What is the expected result?
No error logs

What happens instead?

mcasas@: Do these error logs indicate an actual issue? Despite them being output, video capture appears to be working okay.

In my experience, all V4L2 drivers complain when they are configured and
that's (part of) the reason we use HANDLE_EINTR [1] and RunIoCtl [2].
I did see similar errors with other programs, e.g. guvcview, particularly
when resetting the values to their default values. Every so often I saw
error printouts but the values were configured correctly eventually.

Sorry for the inactivity on this.
Before closing this, let's simply change the log level from ERROR to INFO, since this these are messages about expected normal behavior.

I'll send out a CL for this today.

[Video Capture, Linux] Change log level from ERROR to INFO

Change log level for logs that appear to be normal/expected behavior for
certain webcams in order to reduce log spam.
