TLS 1.3 "ERROR SSL VERSION INTERFERENCE"

Issue description

Chrome Version       : 60.0.3112.66
OS Version: 10.0
URLs (if applicable) : https://ffxiv.consolegameswiki.com/wiki/Mentor_System_and_Novice_Network
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x: OK
     IE 7/8/9:

What steps will reproduce the problem?
1. Trying to reach the site listed above while having "windscribe" VPN software installed (https://windscribe.com/)
2. Trying to reach the site with this software installed but no VPN tunnel turned on.
3.

What is the expected result?
Page should load as expected

What happens instead of that?
"ERROR SSL VERSION INTERFERENCE"

Please provide any additional information below. Attach a screenshot if
possible.

Falling back to TLS 1.2 resolves the issue.

This is likely a result of a misbehaving firewall/middlebox on your network interfering with newer and more secure versions of TLS. Do you know what firewall product is used on the network? Depending on the product, its possible that just updating its software will be sufficient to fix this.

Additionally, could you attach a net-internals log per these instructions? https://dev.chromium.org/for-testers/providing-network-details

Closing this due to age. We're trying another TLS 1.3 experiment in a couple weeks, if you encounter issues, feel free to re-open a new bug.
