Chrome home does not support theme-color (url bar colors)

Chrome Version: 61.0.3156.4
OS: Android

What steps will reproduce the problem?
(1) Enable Chrome Home in about://flags
(2) Visit a page with meta theme-color such as http://dongq.in
(3) Notice the url bar does not respect the theme-color.

What is the expected result?
The url bar should respect theme-color:
<meta name="theme-color" content="#000000">
