Manual fallback for not PSL matching

We should offer a manual fallback that prevents PSL matching for some domains. Sometimes, foo.example.com and bar.example.com are completely different sites and it should be possible to not override credentials between these sites. Anecdotally different $country.wikipedia.org domains had separate login systems.
