Non-Regression : Unable to click on 'Click to hide password' Icon in 'Join Wi-Fi network' Dialog box

Issue description

Chrome Version: 59.0.3071.134/9460.73.0 Daisy,Candy,Minnie,Jerry & Peppy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://md-settings page -> At 'Network' section click on 'Add connection' dropdown
(2)Now select 'Add WI-Fi...' option so that 'Join Wi-Fi network' dialog box is seen -> At Password Text box click on 'Click to show password' Icon 
(3)Now hover mouse on 'Click to hide password' Icon and observe Icon is enabled mode -> Try to click on Icon and observe unable to click on it (Please refer Video)

Expected:
a)'Click to hide password' Icon should be disabled mode indicating that Icon cannot be clicked
(or)
b)Should be able to click on 'Click to hide password' Icon

Actual: Instead
a)'Click to hide password' Icon is in enabled mode i.e. On hovering Mouse on Icon observe Icon is enabled indicating that Icon can be clicked
(or)
b)unable to click on it

This is Non-Regression Issue seen from M-55

Note: Issue is seen in Latest M-61 also

There problem is that there is no longer any visual distinction between when the Password field is required (WEP/PSK) and when it is not (Security = None).

I believe that there used to be a visual difference when these fields were disabled but now there is none.

This problem exists with fields in the 'Advanced' dialog also.

We are working on integrating this dialog into Settings, so marking this as WontFix.
