Unable to open Chrome Canary 61.0.3157.0

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. Launch Chrome Canary

What is the expected behavior?
Chrome Canary launched normally.

What went wrong?
Chrome Canary cannot be opened.

Crashed report ID: 

How much crashed? Just one tab

Is it a problem with a plugin? N/A 

Did this work before? Yes 61.0.3156.0

Chrome version: 61.0.3157.0  Channel: canary
OS Version: 10.0
Flash Version:

I tested this myself and was able to reproduce it on Windows 10 x64.

Chrome Stable is installed side-by-side and can be run normally.

Still no change since this morning. Chrome can't be launched. Same file version as topic starter.
