Issue descriptionChrome Version : 59.0.3071.104 URLs (if applicable) : https://www.facebook.com/ OS version : MacOS 10.11.6 Behavior in Safari (if applicable): Behavior in Firefox (if applicable): What steps will reproduce the problem? (1) Create a Chrome extension which listens to the following events for hosts *://*.facebook.com/* and :*://*.linkedin.com/* - onHeadersReceived - onBeforeRequest - onSendHeaders - onResponseStarted (2) First open https://www.linkedin.com/ to check everything is working. (3) Then open https://www.facebook.com/ What is the expected result? It should in both cases log all 4 events for the request. When I test this on Linux or Windows, it works fine. What happens instead? For LinkedIn it works correctly, but for Facebook it only logs onBeforeRequest and onResponseStarted. onSendHeaders and onHeadersReceived are silently ignored. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

I've edited the original manifest.json to remove the missing icon reference. FWIW you can use the attached extension for an easier repro: it displays an alert if the header events are fired.

Tested this issue on Mac 10.12.5 with chrome #59.0.3071.104 with the provided extension in comment #2. Observed for both LinkedIn and FaceBook urls, "On Send headers" & "Headers received" events are fired. Attaching the screen-cast for reference. oxcartcrm@ Could you please look into it and let us know any steps i have missed while reproducing the scenario. Thank You...
