nassh: A new window created from an existing one is 2 lines smaller

Issue description

Chrome Version: 59.0.3071.91 (Official Build) (64-bit)
OS: Chrome OS

What steps will reproduce the problem?
(1) Have an 80x25 terminal open
(2) Press Ctrl+Shift+N
(3) Observe that the new window is 80x23

What is the expected result?

The new window is the same size as the old window

What happens instead?

The new window is 2 rows smaller than the previous window
