What steps will reproduce the problem?
(1) Visit https://whytls.com/test/mouseout.html
(2) Click into the input box
(3) Type a character

OBSERVE: Mouseout event fires when mousecursor is automatically hidden by typing

EXPECT: No mouseout event unless user moves mouse.

Repros only on ChromeOS, not Mac or Windows.
