What steps will reproduce the problem?
(1) On https://permission.site/, click the Auto Download button.
(2) On https://stlab.adobe.com/wiki/index.php/File:Test.pdf, click the link in the Date/Time column.

What is the expected result?
The user expects the item to be downloaded.
Since we disabled downloads ( issue 736425 ), the user would probably expect some indication of this.

What happens instead?
There is no indication that anything has happened.

Sometimes, clicking the link in (2) will show a loading progress bar for several seconds, during and after which nothing happens. (The site is very slow on its initial load, so it is possible that it is sometimes slow to serve the PDF causing the fetching to be visible.)
