Issue descriptionChrome Version: 61.0.3157.0 What steps will reproduce the problem? (1) Open https://earth.google.com/web in touch view mode (2) Swipe or pinch on the page What is the expected result? should be able to move the earth or zoom in without virtual keyboard What happens instead? Virtual keyboard shows up.

Seems to be a common problem with pnacl apps (but not all). For example, clicking and dragging the animated surface on this demo (and some of the other demos) while in tablet mode will also bring up the keyboard: https://gonativeclient.appspot.com/demo/life

+kochi@ By default Nacl (or PPAPI) plugins have text input type = text. If they don't want that, the plugin needs to set it to none explicitly. (For instance, the code below shows how Chromoting is doing so: https://chromium.googlesource.com/chromium/src/+/b33a9282728898428632c036f2c09e258bfcd888/remoting/client/plugin/chromoting_instance.cc#186) ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ The design decision for the default state was made to support text (IME) inputs on any "IME-oblivious" plugins. 7 years ago, having type=text was not that annoying (except for a case on MacOS: Bug 102808 ), but yeah, in the modern era of detachable/convertible/tablet devices with virtual keyboards, we might want to reconsider... (Besides, major clients (i.e., PPAPI Flash and PDF plugin) now are fully IME-aware now anyway.)
