DevTools: Network priority for images often incorrect |

Issue descriptionIn-viewport images should be fetched with "Medium" network priority. However EVERY image always says "Low" in devtools. Looking into it, I think our probe is misconfigured. Screenshot attached of netlog and devtools looking at the exact same network request. In netlog you can see the priority was changed from Low to Medium. DevTools only says Low. I also set a breakpoint in SDK.NetworkDispatcher.resourceChangedPriority to confirm it isn't called. cc alph as it looks related to the probes.
