Rip out virtual table support in WebSQL

After WebSQL support for full-text search (the FTS3 extension) is removed, we can remove the code behind virtual table support in WebSQL.

The removal would start with DatabaseAuthorizer::CreateVTable and DatabaseAuthorizer::DropVTable in Blink, and would follow the dependency graph as much as possible.

We want FTS3 usage metrics for a few more releases, and they're collected by the methods mentioned above, so this removal should wait for a few releases.

 Issue 742518  will take longer to handle than expected. This might happen afterwards. Per https://crrev.com/c/678194, turning off virtual table support may be non-trivial.
