Interstitials are missing strings

Issue description

Chrome Version: 61.0.3155.0
OS: Android

What steps will reproduce the problem?
(1) Visit https://expired.badssl.com

What is the expected result?
Interstitial looks normal

What happens instead?
Interstitial is missing strings (see screenshot)

This only reproduces on larger devices, which makes me think it might be related to the WebView interstitial changes. ntfschr, do you think you could take a look?

I had no trouble reproing on Nexus 5X - I don't think it's screen-size-dependent.

git blame led me to this CL: https://codereview.chromium.org/2933343002. It's already reverted. I'll try on ToT later today to verify it's fixed.

Sorry for causing this trouble. The revert was in yesterday.
I just checked https://expired.badssl.com on a ToT build, and "Your connection is not private, etc." displays ok.

Status: Verified (was: Fixed)
Bulk edit: marking stale 'fixed' bugs as 'verified' since they don't need verification at this point.
