Sometimes can't click on links in VR browser

Chrome Version: 61.0.3155.0
OS: Android

What steps will reproduce the problem?
(1) Navigate to https://badssl.com
(2) Put Chrome into VR mode
(3) Try clicking on some of the links in VR mode

What is the expected result?
The links work.

What happens instead?
Links are non-responsive. They seem to flake in and out; sometimes they start working and I can't tell why; sometimes they stop again.

I think this may be a dup of 741020 which recently regressed due to a refactor, but was recently fixed.

Re #4, is it possible to add a test to prevent it from regressing again?
