What steps will reproduce the problem?
(1) Enable "chrome home" in about://flags
(2) Navigate to bogleheads.org (or any page with zooming)
(3) Zoom in just a little
(4) Fling the page upward so the url bar hides
(5) Once the page stops scrolling, try to scroll left or right.

What is the expected result?
The page should not jump.

What happens instead?
The page jumps up.
