[WebPayments] Screen reader does not always focus on title

Issue description

In https://chromium-review.googlesource.com/556345 we added support for focusing the sheet title upon transitioning to a different sheet, which is meant to indicate that the user has transitioned to a new context. For reasons that are thus far unclear, this fails to occur sometimes, usually when pushing a new sheet to the stack, though curiously not when pushing an editor sheet. Further navigation correctly moves to adjacent elements, but the initial landing spot is not highlighted/read out.

Prior testing includes logging state about the title (visibility, location, accessible content, AX role) at push-time, which thus far has not revealed any obvious difference between working and broken instances.

Only tested on Mac/VoiceOver but may well happen on other platforms as well.
 
Should probably add the impact:

On certain sheet-to-sheet transitions, the accessible focus remains on an element in the prior (now-hidden) sheet. The change to a new sheet is not indicated or announced. Normal traversal resumes as expected on the next navigation event.
On Windows (NVDA) it appears that we never correctly focus on the title. We always start reading with the default keyboard button, which is usually the last element and/or the cancel button.
