config_service: add help bubbles to status icons and reload button

Issue description

Looking at the new UI layout (https://crrev.com/2983493002) when I see the list of cards with various status icons, my instinct is to hover over an icon to see what it means.

For instance, I saw the gray status with a question mark and didn't know what it was until I opened the config set page. I think a popup (like title="...", or maybe some built-in Polymer hover bubble) would have helped.

Similarly, the "reload" button may be interpreted as "reload the page", and not "force the config refresh". A help bubble, or better yet, a line of text next to it should clarify that.

Lastly, in the config set page, I'd have the status icon be next to the error message, so it's visually connected. To make it more uniform, maybe we can move the green "success" icon down to where the error message would be, and print "Last import succeeded." or something like that.
