Non committer can't submit a revert CL on Gerrit

Reverting a CL on Gerrit automatically creates a revert CL.
This revert CL can not be submitted and applied if you are not a committer.

Yes, this should have been true on Rietveld as well (if it wasn't, that was a security failure). Non-committers should never be able to submit code without review, even if that code is a TBR'd revert of a recent change.
