Location premission that is rejected in VR cannot be used after exiting VR

What steps will reproduce the problem?
1. Visit https://permission.site/
2. Put device into headset, pass DON flow to enter VR
3. Click Location button
4. Exit VR
5. Click Location button

What is the expected result?
Location permission dialog should appear

What happens instead?
Nothing happens. We need to reload the page and click on location button again to see the location permission dialog.

Status: WontFix (was: Started)
It will be fixed once we can show the permission dialog in VR. I'll close this one and keep track of the effort to enable permission dialog in Issue 779126
