Text selection handles leave some visual leftovers when direction is flipped

Issue description

Chrome Version: 61.0.3142

What steps will reproduce the problem?
(1) Have a text field that has 3-4 words
(2) Long-tap select word on touchscreen
(3) Drag one of the handles past the other a few times

What is the expected result?
No visible artifacts when one of the handles changes orientation

What happens instead?
An area about 2 dp tall is seemingly left from the previous orientation's image when the orientation flips.

This can be reproduced in simulation with --touch-devices=<id> where id is obtained from xinput command output.
