Implement the version of setTransform that takes a DOMMatrixInit dictionary

Note: The row and column of DOMMatrix corresponding to the z-coordinate need to be simply discarded by setTransform(). This is about to be clarified in the spec: https://github.com/whatwg/html/issues/2826
