Layout test inspector/profiler/heap-snapshot-summary-expand-collapse.html flaky on dbg builders

The inspector/profiler/heap-snapshot-summary-expand-collapse.html test fails fairly often recently:

@alph:Can you investigate why this test might be flaky and disable it if no quick fix is possible?
