Focusing the omnibox on ContentSuggestions does not work on iPad

iPad only

What steps will reproduce the problem?
(1) Open ContentSuggestions
(2) Tap on the toolbar omnibox

What is the expected result?
The omnibox should be focused and the collection should move up.

What happens instead?
The collection tries to move up but is pushed down at the same time. The omnibox is not focused.
