Issue descriptionChrome Version: 61.0.3156.0 OS: Ubuntu 14.04, win 7 What steps will reproduce the problem? (1)Launch chrome>>Bookmark few pages>>Navigate to chrome://bookmarks/ (2)Resize the page, scroll the horizontal bar to the extreme left and observe the vertical scroll bar Expected Vertical scroll bar should be seen when the page is scrolled to the extreme left Actual Vertical scroll bar is not seen when the page is scrolled to the extreme left This is a regression issue broken in M-59. =============================== Manual Bisect info: Good build: 59.0.3043.0 Bad Build: 59.0.3044.0

Confirming that issue can be seen in OS-Mac also. When scroll bar is scrolled to left, the vertical scrollbar is not seen even upon scrolling it.

Able to reproduce the issue issue on Windows 7, Mac 10.12.5 & Ubuntu 14.04 using chrome stable-59.0.3071.115 & Canary-61.0.3157.0. Manual bisect info: ------------------ Good build: 59.0.3043.0-Revision-457297 Bad Build: 59.0.3045.0-Revision-457915 Per revision bisect info: ------------------------ You are probably looking for a change made after 457647 (known good), but no later than 457648 (first known bad).
