networking.onc alias should be enabled on stable for whitelisted apps (that currently use networkingPrivate)

Issue description

When enabling networking.onc in kiosk, the alias was not moved to stable for the whitelisted (making it hard for the apps to be able to move from using networkingPrivate API).
