4K Save-As Scaling poorly to UHD Screens

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Steps to reproduce the problem: 1. Open chrome in conjunction with a UHD screen. Ensure that the scaling is set to an appropriate level in Windows (in my case it is %150) 2. Find a file of any type to download and attempt to download it. 3. Realize that you're not as young as you once used to be because you cant read the gosh darn text. What is the expected behavior? The text in the saving menu should be scaled to a value appropriate for a high resolution screen What went wrong? The text in the save-as menu does not appear to be scaling. Did this work before? I have experienced the same issue in reverse. I have a laptop with an external monitor. I open chrome on the laptop, and open a SAVE AS window. All appears correct. I drag the application to the external monitor (lower resolution set than the laptop screen). I open the SAVE AS window, and the text and window are both scaled far larger than they need to be (Appears to be 200%, but I can't verify.

I have a similar problem. The "save as" dialog appears scaled at 200% while my OS scaling is set to 175% (on a 4k 17" laptop screen). Nothing is cut-off, it is just very big compared to everything else. Looks like the dialog just doubles it's size when it detects a 4K-device and stays at 100% when not.

I just upgraded my monitor to a 27-inch 4k (UHD) resolution 3840x2160 on Microsoft Windows [Version 10.0.16299.192] and Intel HD Graphics 530 Driver version 21.20.16.4590 and scaling is not working. "Save As Dialog" box shows up in a tiny font (see attachment w/ a screenshot of this page, as I was writing it.)
