Use ui::TestClipboard for layout tests

Currently, we use MockWebClipboardImpl for layout tests. However, this means that layout tests interacting with the clipboard don't use the actual clipboard implementation that a Chrome browser uses.

Instead, we should get rid of the MockWebClipboardImpl and install the ui::TestClipboard as the test clipboard when --run-layout-test is active.
