Caroline users reporting jank + excessive discarding when swap is full

We lowered the amount of swap on Caroline to 4000 MB and then removed swap entirely from the available memory calculation.   We've also made a lot of fixes to swap out and the discarder in the past few months, and we now see some users filing feedback reports with completely full swap which was previously very rare and more discards.

To give these users a bit more headroom we should eliminate the restriction on swap size and go back to 6000 MB of swap
