Incognito Session Activity testing needs cleanup

UKM is using a different version of TabModelList::IsOffTheRecordSessionActive to avoid false negatives due to 0 tab counts immediately after creation.

These implementations should be unified.

There are also different implementations of this on different platforms, where desktop uses BrowserList, and Android + iOS use their own TabModelList's implementations.  It would be good to unify these interfaces as well.
