HWTests still failing despite chrome pin

Chrome is pinned back to 61.0.3153 to avoid ARC++ startup on the login page.  Still seeing tzdatacheck failures.  Manifests as a failure of cheets_StartAndroid.stress.0

Status: Fixed (was: Untriaged)
This has cleared.  The pinned chrome took some time to take effect.
