atomic overlay planes cause flickering, season 2 |

Issue descriptionSimilar flickering still exists to crbug.com/485571 crbug.com/485571 is about flickering transitioning 1 plane to 2 plane. It came out kernel watermark issue. There is still flickering transitioning 2 plane to 1 plane. Check https://photos.app.goo.gl/Tc9d0NiMd2cWhrZE2 I guess it's cc issue, especially cc invalidates smaller area. check the attached image. cc should update overlayed video area right after 2 plane to 1 plane transition, but it updates only the area in which menu ui will appear.

What kernel are you using? What version of Chrome are you using? What are the formats of the planes? We had an issue with the damage rect computed incorrectly that should be fixed with https://chromium-review.googlesource.com/c/558508/ Can you try with that patch in?
