IME doesn't switch from Korean to non-Korean on the omnibox - virtual keyboard

Issue description

Chrome Version       : 60.0.3112.64
Platform             : 9592.52.0 - Tiger, kefka, Cyan
         

What steps will reproduce the problem?
1.  touch on the omnibox to bring up the virtual keyboard
2.  touch on Virtual keyboard menu, and switch IME to Korean
3.  touch on "ㅎ", then able to see the "ㅎ" in the omnibox
4.  touch on Virtual keyboard menu, and switch IME to English

What is the expected result?
On step #4, VK should be switched to English

What happens instead?
On step #4, "US, US keyboard" is checked. But, the Korean VK is still seen. 


Please provide any additional information below. Attach a screenshot if
possible.

Able to see the issue when switching IME from Korean to non-Korean, Chrome 60.0.3112.67/CrOS 9592.54.0-Cyan

Steps: 
1. set VK ime to Chinese(Simplified) - Pinyin input method
2. switch VK ime to Korean 
3. switch VK ime back to Chinese(Simplified) - Pinyin input method
Then, Korean VK is still seen.
Summary: IME doesn't switch from Korean to non-Korean on the omnibox - virtual keyboard (was: IME doesn't switch from Korean to English on the omnibox - virtual keyboard)

I'm wondering because I suspect it caused  crbug.com/749953 .
