[Clear Browsing Data] Move out of chrome://settings

Issue description

The Clear Browsing Data UI is located within the chrome settings. This is tradition, but let's consider where it should live. The CBD (Clear Browsing Data) is not a setting per se. It's an important feature that can stand on it's own. The settings could link to CBD even if it were separated from settings.

The CBD has also traditionally been a dialog. This is becoming more unwieldy as time goes one because of the features and enhancements to CBD. It's now a very large dialog that often needs a scroll bar on moderately sized screens. To alleviate this awkwardness, the CBD can be an independent webui (page).
