Drag and Drop - setData with Download URL doesn't work for blobs.

Issue description

I have a demo I am building that enable the user to drag a HTML element out of the browser and on to the desktop.

The data for the drop operation is generated entirely in the client via a constructing a blob. When setting DownloadURL on the dataTransfer object it doesn't work, a file is sent to the drop area but it's 0 bytes.

Dropping a file that is on the server works. I would expect the same for content generated via a blob.

Sorry, was mis-reading. This one has nothing to do with SWs...

Apart from DownloadURL not being defined anywhere, this one is probably more straightforward than issue 741778 since <a download> with blob URLs obvious works.
