codesearch not finding files, and git-on-borg not serving any either

searching for file:OWNERS on cs.chromium.org doesn't find anything. on cs-staging.chromium.org it finds files, but when trying to open one, you get e.g. "Can't load 'chromium/src/OWNERS': Could not resolve path src/OWNERS."
