Automatically Downloads PDF file when trying to print Google Spreadsheets

Issue description

​Issue description: 
Whenever a customer tries to print a gSheets file it automatically save as PDF file. This issue happens when the content settings on chrome under PDF Viewer is set to "Open PDFs using a different application".

What steps will reproduce the problem?
1.) Make sure that the settings under Chrome is set to enable. To get there: Go to chrome://settings > Content Settings > PDF Viewer > Open PDFs using a different application
2.) Go to sheets.google.com
3.) Open any file to print then press CTRL + P (or manually select the printer icon that can be found in the menu bar)
4.) Print Preview will show up. Hit the NEXT button at the upper right part of the page. 
5.) The gSheets file will be downloaded automatically as PDF file without asking you to select a printer where to print the file if you hit NEXT button in print preview. But the behavior is different if the PDF viewer is disabled, you would be able to select a printer and print it. 

Issue is also reproducible using Internet Explorer 11 (without changing any settings). 
1. Open IE 11
2. go to sheets.google.com (login to your account)
3. open a file and do CTRL + P
4. if you hit the NEXT button, it will automatically downloaded as PDF file. Option to select a printer isn't showing.

This article (https://support.google.com/docs/answer/143346) only indicated that this behavior is expected to Safari and Mozilla Firefox browser only and not to IE and Chrome. We wanted to know why the behavior of the Google Sheets is same when "Open PDFs using a different application" is enabled and when a user is using a different browser. Is this an expected behavior or is there something causing this issue?

This might be a good question for folks that work on Google Sheets.

I just spent a few hours trying to get my wife's Chromebox to properly print anything.  We had just changed the pdf setting to "Open PDFs using a different application" and discovered that we couldn't print from gSheets.  Not only that, but we couldn't print almost anything.  Changing the setting back to use the default pdf application fixed everything.  I do believe this is a serious issue.

Agree with #c2 - If the issue is with specific website and is reproducible with other browsers, then in general the issue should be initially investigated from web app point of view. I am closing this bug.
