Remove from CC doesn't actually remove from CC

Issue description

What steps will reproduce the problem?
1. Visit https://chromium-review.googlesource.com/540956
2. At 16:19 PST on 20-Jun-2017, click the 'x' next to mfoltz+watch@chromium.org

What is the expected output?
I do not receive emails on this patch after that time

What do you see instead?
1. I got an email that my address was removed. 
2. I also got emails from Gerrit at 20:51 and 20:59 on 20-Jun.

I saw mfoltz+watch@chromium.org listed in the CC list of that change, but there is also a message showing you removing yourself. I clicked the box next to your name and it looks like it's gone. Very strange. Have you received another email saying you were removed?

It looks to me like git cl upload readds CCs on each new patch set. This is working as intended on Gerrit's side. Moving to chrome-infra to consider.

Yes, folks from watchlists are added every time a new patchset is uploaded, in case the new patchset contains new files which introduce new watchers, or in case the underlying WATCHLISTS file has introduced new watchers. This is working as intended.
