Delay in displaying baked popular sites on app launch for first time.

Issue description

App Version: 60.0.3112.66
iOS Version: 9.3.5, 10.2.1, 11.0.0
Device: iPhone and iPad

Steps to reproduce:
1. Fresh install and launch chrome
2. Tap on Accept & continue
3. Skip sign in and navigate to NTP

Observed results:
The baked popular sites are displaying after few seconds of opening NTP.

Expected results:
NTP shouldn’t be blank before displaying the baked popular sites

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Not tested
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): No on M59 
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on M60

Thanks for testing! How sure are you, that these are baked-in popular sites?

In 60.0.3112.66, the baked-in code is not active (or should not be)

What is active is the fallback to the default popular sites (=DEFAULT=US) list if the country could not be determined yet. (This should work in M58 then as well. The fact that you wait some time before opening the third NTP supports that theory.)

Maybe we can figure out where the sites come from (I currently can't see the Beta version in Dogfoody):
If you navigate to chrome://ntp-tiles-internal when seeing the US-list, the section "POPULAR" should show "Country: DEFAULT". (Don't open another tab if you see the US list.)
If you navigate to chrome://ntp-tiles-internal when seeing your regional list,
it should show a different country.

The expected result would likely be (for M60): There should be no baked-in popular sites. The NTP should be blank until popular sites arrive.

Not reproducible on current stable supports my theory slightly correct.
Status: WontFix (was: Untriaged)
Closing this bug as the NTP tiles displayed are not baked-in popular sites.
However we have few other clarification required on the feature so I will be reporting a new bug with more details of current NTP behavior.
