Any chance to merge FetchInitiatorTypeNames, etc into WebURLRequest::RequestContext

Note from local chat with yhirano.

FetchInitiator* and WebURLRequest::RequestContext are used for similar purposes.
It would be great if we can merge FetchInitiator into RequestContext.

Another note:
the concept of request context was removed from the fetch spec.
so, we'd remove the spec link from WebURLRequest.h.
