FileReader::ThrottlingController can be integrated into ResourceLoadScheduler

Issue description

FileReader has its own throttling scheme, but also their requests can be captured by ResourceLoadScheduler. Ideally, it can be merged into ResourceLoadScheduler and it will allocate outstanding budgets per RequestContext.

E.g. FileReader uses kRequestContextInternal, but would like to have a dedicated RequestContext type to allocate a separate budgets for them.
