WebRTC: H264 video is decoded with severe artifacts

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36 OPR/46.0.2597.32
Platform: 9460.67.0 (Official Build) stable-channel kip

Steps to reproduce the problem:
1. Go to https://appr.tc/?vsc=h264 on Chrome OS and from any other endpoint.
2. Create a connection
3. Observe the artifacts

What is the expected behavior?
Video without artifacts

What went wrong?
Video is with artifacts

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 59.0.3071.113  Channel: stable
OS Version: 10.0
Flash Version: 

We have multiple ChromeOS devices around and not all of them have this problem. I'm using HP TPN-Q151 and it's almost 100% repro on it.
Although I should note that it works occasionally.

I'll be glad to provide further logs if you point me to the way to collect them

hrundik@, is HP TPN-Q151 the receiver that has these problems? Do you have any problems playing other H264 video contents? Also, can you try disablinh hw decode via chrome://flags/ and see if it helps?

@emir: Yes, HP TPN-Q151 is the receiver. I don't see any problems with playing h264 content on web pages.

Disabling hw decoding indeed helps to get rid of the artifacts.

srcv@ do you have the mentioned CrOS device kip? Can you check if it still repros on 59 or 61?

I could not reproduce this issue on Kip (HP TPN-Q151) with
a) M59 59.0.3071.135 / 9460.76.0 stable
b) M60 60.0.3112.80 / 9592.71.0 stable and
c) M61 61.0.3163.58 / 9765.36.0 beta
during H264 apprtc peer2peer calls (https://appr.tc/r/<roomname>?vsc=h264)
