Ghost text in search box is not translated in English after changing language on youtube.com

Issue description

Chrome Version: 61.0.3155.0 981b49ad53b91e640ca9e83751e73f9c60dcf782-refs/heads/master@{#485784}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch Chrome > add new person and navigate to youtube.com
2. From 'Choose your language' dialog box, click on 'Telugu' language
3. Now, Right click mouse > select 'Translate to English' and observe 

Actual: Ghost text in search box is not translated in English after changing language
Expected: Ghost text in search box should be translated in English after changing language   

This is a non-regression issue seen from M-45

It looks like the bug is that <input type="text"> placeholder attributes aren't translated. Here's a minified repro case:

1. Open the attached file in Chrome.
2. Right click on page, click "Translate to English" (or possibly another default language, not sure if Chrome does this also).
3. Observe that the placeholder text, which reads "Sprechen sie Deutsch?", has not been translated.

I was able to repro this in Chrome Canary 62.0.3181.0.

+CC renjieliu, can you help triage this? I don't think I got the right component, since the description just says 'translate bar', but you might have a better idea.

Able to reproduce the issue on Windows 7, mac 10.12.6 & Ubuntu 14.04 using stable#60.0.3112.101 & Canary#62.0.3188.0 as per comment#0 & comment#4.

Observed the same issue from M45 builds to latest chrome versions.Please find the attached screenshot for reference.Removing Test Confirmation label and confirming this issue.
