[Password Manager] Process manual saving request even if there is still no response from the store |

Issue descriptionThe manual fallback for password saving might be unavailable because the store response hasn't been received. The problem happens with regular saving as well. If was fixed in this CL (https://codereview.chromium.org/1086563002). It should be fixed for manual fallbacks otherwise the fallbacks will be unavailable for a while.
