Steps:
1. I run "git drover --branch 3112 --cherry-pick 2519cb3ecd176c4574acf91f2bd35354919bfcd8"
2. This asks me the following question: "It seems this repository has a Commit Queue, which can test and land changes for you. Are you sure you wish to bypass it?". I hit CTRL+C.
3. This created the CL https://chromium-review.googlesource.com/c/567503

On the gerrit interface, I cannot CQ this CL. The Submit button actually submitted the CL without running it to CQ.

I think on Reitvield we could CQ CLs on branches.

I am marking this as a P1 as it affects the way all dev do branch merges.
