Non-Regression:Unwanted person is getting created when chromevox extension is enabled

Issue description

Chrome Version: 60.0.3112.66
OS: Ubuntu 14.04
Pre-Condition: Make sure proxy is enabled

What steps will reproduce the problem?
(1)After enabling proxy open chrome and add chromevox extension
(2)Now restart chrome and observe

Expected:Person should not get created
Actual:Unwanted person is getting created

This is a Non-Regression issue seen from M-46 

NOTE: Issue is seen when we upgrade the chrome versions.

NOTE: Not reproducible in windows

Removing proxy label.  It's theoretically possible that the proxy code is manufacturing junk data that the profile code is interpreting as creating a new user, I guess, but seems unlikely.

If someone who knows about ChromeVox or multi-profile later determines this is a proxy issue, they should feel free to add back the label of course.

The ChromeVox Classic extension for Windows, Mac, and Linux is currently in maintenance mode and will continue to be offered in the Chrome Web Store. We recommend using a native screen reader with Chrome such as JAWS, NVDA, VoiceOver, or TalkBack. We support ChromeVox in the Chrome OS operating system on Chromebooks. I am resolving this issue now due to these recommendations. Please feel free to open a new issue if you have any questions or concerns.
