[MD Settings] Lost extension settings

Version 61.0.3154.4 (Official Build) canary (64-bit)

What steps will reproduce the problem?
(1) Open chrome://settings/
(2) You don't find extension setting page until open chrome://extensions/ directly.

What is the expected result?
User can access chrome://extensions/ from the settings page.

This has been discussed before. First, I don't think this is a P0, since there are still ways for users to get to chrome://extensions. Secondly, it is arguable if settings is the right place to forward users to other chrome internal pages, even though old pre-MD Settings did this by having links to History and Extensions.

In case someone finds this bug while trying to find the extensions page, it's currently available under the "More Tools" sub-menu.

I believe the "Chrome Features Page" would address this issue.

There's been 200+ requests/comments out of 700 sentiment-related reports so far this cycle re: the extensions setting being gone from chrome://settings. (It's the largest single category of sentiment-related reports for M59, as far as I can tell.) User education may be able to address this.

Oh, I found "More tools > extensions". That's O.K to reach the extension
page through mouse UI. 
However, I think extensions setting is still a kind of settings.
