Regression: Chrome crashes when clicked on sign in to chrome on settings page using proxy

Issue description

Chrome Version: 60.0.3112.66
OS: Ubuntu 14.04, win 7

Prerequisite:Enable proxy

What steps will reproduce the problem?
(1)Launch chrome>> Go to chrome://settings/ or chrome://md-settings/
(2)Click on sign to chrome and observe


Expected 
Sign in overlay should be displayed

Actual
Chrome crashes 

This is a regression issue broken in M-52.

Looking at the crash [1] this could be the same as issue 629529.

1. Settings>>System settings>>Network>>Network proxy>>
2. Choose method as Manual, enter IP address in HTTP proxy, HTTPS proxy, FTP proxy, socks host

One of our external partner saw the same issue when enabling proxy and blocked by this. Can we fix or revert this quickly? A workaround is also ok.

I cannot reproduce this bug with a proxy that does not require authentication. To debug, I need a proxy that requires a proxy with http authentication.

I managed to reproduce the crash and it is the root cause is the same as in  issue 629529. I am marking this bug as duplicate.
