Localization is not applied to 'On-start section' of chrome://settings properly

Issue description

Chrome Version: 61.0.3155.0 981b49ad53b91e640ca9e83751e73f9c60dcf782-refs/heads/master@{#485784}
OS: Windows (7,8,8.1,10)

Steps:
1. Launch Chrome and navigate to chrome://settings
2. Apply any language from language section e.g Hindi and observe On-start up section

Actual: Localization is not applied to On-start section properly

Expected: Localization should be applied to On-start section properly 

This is a non-regression issue seen from M-61, since this is new feature introduced in 61.0.3152.0

Note: This issue is not seen on Linux and Mac OS

The message was added at https://chromium-review.googlesource.com/c/557971/, just a few days ago. Translations automatically appear once they are available. So there is nothing to do here but wait. FWIW, bugs like this one filed against nightly builds rarely add any value.
