Regression:'Notifications, Automatic downloads and Unsandboxed plugin access' drop-down of site detail page are blank.

Chrome Version:61.0.3155.0 (Official Build)981b49ad53b91e640ca9e83751e73f9c60dcf782-refs/heads/master@{#485784}-32/64 bit
OS : Windows(7,8,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.3)

Pre-condition: Enable 'Site settings with All sites and Site details' from chrome://flags

Steps:
1. Launch Chrome and navigate to chrome://settings/content/cookies
2. Add any exception,click on it and observe

Actual:'Notifications, Automatic downloads and Unsandboxed plugin access' drop-down of site detail page are blank.

Expected:'Notifications, Automatic downloads and Unsandboxed plugin access' drop-down of site detail page should not be blank. 

This is a regression issue, broken in M-61 series, below is manual regression range.

Good build: 61.0.3145.0
Bad build: 61.0.3146.0

Able to reproduce the issue on Mac 10.12.5, Windows 7 & Ubuntu 14.04 using latest canary-61.0.3154.0.
Manual Bisect info:

Good build: 61.0.3145.0-Revision-483574
Bad build: 61.0.3146.0-Revision-483866

Per revision bisect info:

You are probably looking for a change made after 483613 (known good), but no later than 483614 (first known bad).
